Recommended City Hall Fixes May Not Come Easily

Can one of the biggest La Crosse city hall weaknesses identified by a consultant be fixed?  A new report says city department heads are without real leadership because they don’t answer to anybody in city hall.  And that’s a problem, says city council president Dick Swantz, that needs fixing

The consultant has recommended adding a city adminstrator.  Even though that very idea was turned down in a referendum two years ago

Swantz says other cities have an administrator that runs day to day operations but also answers to the mayor.  He says that could be the model that La Crosse follows.
