Todd Limestahl is accused of starting a fire near the Canadian Pacific tracks north of La Crosse, which ruined about 15-thousand dollars worth of railroad ties.  Black smoke from the fire caused many passersby to stop near the scene of the flames.  Limestahl denies setting the fire, but a witness saw him lingering near the fire, and he had matches with him.
