Towns Look to Fight Questionable Annexation Through Suit

Jack Speerstra could have waited until much of his town got gobbled up by a nearby city.  But the chairman of Trempealeau county’s town of Lincoln opted to sue instead.  Lincoln and the town of Burnside are suing the city of Independence over a bubble annexation of a chunk of land specifically meant to shield a frac sand mining from county regulation and incorporate into the city.  Clearly a sham, says Speerstra
 
 
 
 
 
Similar annexations have previously occurred in Trempealeau because of that county’s mining regulations.  The state has determined that the annexation violated state rules.
