Snyder says an employee using a heat torch ignited flammable vapors around the valve. Snyder says the employee, who was slightly injured in the blast, was not at fault but a pressure gauge on the torch seems to have been faulty. No one else hurt in the November 19th blast that shook parts of La Crosse.
