The 5th Street crossing, close to Winona State University, actually ranks as the number 7 priority among the list of all the Minnesota crossings along crude oil routes through the state.  Minn DOT senior planner Dave Christianson says that Winona crossing is on a busy cross-town street, and a rail accident there could endanger a large population and cause major traffic disruptions.  The crossing is expected to be upgraded this summer.  Other high-risk crossings have been identified in Winona, Lake City, and Red Wing.
