Annexation Settlement Could Still be Derailed

A settlement over an annexation dispute in Trempealeau county is mostly a done deal.  For now, the plan is that the city of Independence agrees with the towns of Burnside and Lincoln to cease frac sand mine annexations for the 20 years in exchange for being able to keep one mine, the annexation of which started the dispute in the first place.  A couple lingering things, however.   One is that the town of Arcadia is continuing the fight over the annexation.  Which may change the settlement, says Lincoln town chair, Jack Speerstra
 
 
 
 
For now, Speerstra is pleased with the deal he’s made.  Water quality and property value guarantees are still getting worked out with the mine owners.
