Is governor Walker being deceitful?  Jay Heck from Wisconsin Common Cause believes it.  Heck says the governor continuing to raise money through his American Revival group is meant to do just one thing: bypass fundraising limits while not committing to run for president

As long as Walker doesn’t officially declare himself a candidate, he can continue to crisscross the country raising unlimited money for his nearly-certain presidential run.
