Sour Talk About Lemonade Stands?

Intention of a lemonade stand rule in La Crosse seems a little cloudy.  A city council committee on Tuesday night narrowly approves an exemption to food cart rules that allows kid-run lemonade stands.  But also requires stand operators to notify the county health department.  Not as complicated as it sounds, insists city clerk Teri Lehrke

The lemonade stands continue to be limited to private property only and are prohibited from operating in the boulevards between sidewalk and streets without a special permit.
