Northside land owner and Realtor says fix floodplain issues instead

Want to make the north entrance into La Crosse a little nicer?  Landlord Rick Hamilton says forget funding a study to improve the DOT’s plans for Rose Street.  Fix the northside’s floodplain issues instead. 
 
Don’t even need a new study to accomplish that, says Hamilton.  He tells us there’s already one that’s been on the shelf since 1988 when it was completed by the Army Corps of Engineers.  Take it off the shelf, he says, dust it off, do some updates and get to work getting homes out of the floodplain.  
 
 Hamilton is highly critical of the city proposal to fund a redesign plan for Rose street that will cost $250 thousand, but the DOT could reject anyway.  The full city council votes on that proposal Thursday night.
