Second woman arrested in La Crosse for, at least, fifth OWI with daughter in car

Latest woman caught going wrong way down Third Street

For the second time this month, a woman was arrested with at least her fifth OWI in La Crosse, while having a 4-year-old in the car with her.

Around 3 a.m. Friday, Kamesha Harper was driving the wrong way down Third Street in La Crosse when police pulled her over.

It was there police saw her 4-year-old daughter unbuckled in the backseat – though there was a car seat present. 

The 32-year-old Harper gave police multiple excuses why she had her daughter in the backseat, before being arrested. She blew a .163, over twice the legal limit. Her sixth OWI. The child was taken to her father’s home.

Two weeks ago, 47-year-old Sally Kelsall was arrested in La Crosse for, at least, her fifth OWI. She also had her 4-year-old daughter in the car.

Kelsall was so drunk she couldn’t remember her child’s birth date or how to spell the kid’s name.

Police also said Kelsall had a half-empty – or half-full, depending on how you look at it – bottle of vodka in the car with her.
