A new report suggests Foxconn may looking beyond U.S. borders for workers to staff its new plant in Mount Pleasant, Wisconsin.

The Wall Street Journal’s MarketWatch publication reports the company is looking at internal transfers to get engineers from China to work at the new facility.

MarketWatch says the state’s tight labor market are complicating plans for the tech giant to add a promised 13,000 jobs at what is eventually supposed to be a 22-million-square-foot liquid crystal display panel plant in Racine county.

Foxconn is getting about $4 billion in performance-based incentives from state and local governments for its development. Those incentives are based on, in part, hiring objectives.
