Winona Police arrest 17-year-old with loaded gun, who is charged with 2nd-degree murder involving “no knock” warrant death by Minneapolis PD

Winona Police arrested a 17-year-old boy Monday, who is connected with the homicide investigation that led to Amir Locke’s death by police in Minneapolis.

The boy arrested by Winona Police was also in possession of a loaded semi-automatic pistol, according to a police statement released Tuesday afternoon.

The boy is Locke’s cousin, and charged with two counts of second-degree murder in a Jan. 10 killing. Locke was killed after Minneapolis Police executed a no knock warrant and found Locke on the couch, holding a gun.

The Winona Police Department said it was contacted by St. Paul’s police about someone involved in the homicide investigation believed to be in the city

Police somehow identified the boy as a passenger in the rear of a vehicle Monday on the west side of Winona. They followed it to a gas station on Service Drive, where they took him out of the back of the vehicle.

At that point, the boy took off but police caught up with him rather quickly and took him into custody.

Authorities want to try the 17-year-old as an adult. Under Minnesota law, it’s presumed a child will face trial as an adult if they are 16 or older and the alleged crime would result in a prison sentence or was a felony involving a firearm.

The boy was part of a juvenile court hearing Tuesday. He’s also on probation in another case. The judge ordered he remain in custody, finding “sufficient grounds to be concerned for public safety.”
